He was furious about the quality of the goods and returned to the victim to complain.
The incident occurred in South Beach around 3:00 a.m. on Thursday, when Palmer allegedly pointed a gun at a tourist from New York, grabbed his gold chain and took off.
Police said that Palmer was apparently not satisfied with his newly stolen jewels, so he approached the victim again a block away just to say that the necklace was a fake.
The victim was able to flag down a police officer and pointed out Palmer who was driving a Mercedes.
When the officer attempted to stop him, Palmer sped away. After a short police chase, he was arrested.
Palmer has been charged with armed robbery, fleeing and eluding, reckless driving and driving with a suspended license, police said.
He is being held without bail.
