Despite public assurances from the Biden administration, the Chinese spy balloon shot down in February did, in fact, complete at least some of the mission for which it was apparently dispatched.
According to NBC News, the balloon was successful in gathering intelligence information from “several sensitive American military sites.”
NBC reported that the Biden administration’s efforts to keep the balloon from compromising U.S. sites had failed, at least in part, citing two current and one former senior U.S. officials.
The commander of US Northern Command, Gen. Glen VanHerck, told The Associated Press in February that “the US ‘took maximum precautions’ to prevent the balloon from collecting information as it crossed the country.”
Nevertheless, the balloon made “multiple passes over some of the sites (at times flying figure-eight formations),” NBC reported.

According to the three officials, the information was then uploaded to China in real-time.
They claimed that the information China received was mostly electronic intelligence, or ELINT, transmitted by military personnel or by US weapons.
In some cases, the administration was able to move suspected targets out of the balloon’s path and shut down some systems “by preventing them from broadcasting or emitting signals.”
President Joe Biden’s Department of Defense claimed in February that the balloon would gather very little information “above and beyond what [China] is likely to be able to collect through things like satellites in low earth orbit.”
If this is correct, it begs the question of why China would go into the trouble of designing and launching the balloon in the first place.
After entering US airspace on January 28, the balloon flew over Malmstrom Air Force Base, one of three US Air Force bases where Minuteman III intercontinental ballistic missiles are stored.
After NBC broke the story about the balloon’s presence on Feb. 2, the administration admitted it had been “monitoring the balloon for days.”
After the balloon had completed its course over the United States, the Biden administration shot it down over the Atlantic two days later.

According to NBC, China has consistently claimed that the balloon was an “unmanned civilian airship that accidentally strayed off course” and that shooting it down was an overreaction by the US.
If this is true, it begs the question of why China did not notify US officials of the straying airship when it first entered US airspace, if at all.
In February, US officials claimed that they had waited until the balloon was over the Atlantic to shoot it down in order to limit potential collateral damage on the ground.
“After careful analysis, U.S. military commanders had determined downing the balloon while over land posed an undue risk to people across a wide area due to the size and altitude of the balloon and its surveillance payload,” Secretary of Defense Lloyd Austin said in a statement after the balloon had been shot down.
“Today’s deliberate and lawful action demonstrates that President Biden and his national security team will always put the safety and security of the American people first while responding effectively to the PRC’s unacceptable violation of our sovereignty,” he wrote just after the balloon had successfully traversed the continental U.S.
