Texas has introduced a new bill to improve school safety and emergency preparedness in public schools by offering financial incentives to teachers who carry firearms on school grounds. The bill’s goal is to improve school security and protect students and teachers.
The law, titled “An Act Relating to Training, Preparedness, and Funding for School Safety and Emergencies in Public Schools,” proposes a $25,000 stipend for instructors who routinely deal with pupils and carry guns on school grounds. This program will be part of the “School Sentinel Program,” which allows a school sentinel to carry or possess a weapon for the purpose of providing safety and security.
A school district or open-enrollment charter school must establish a formal regulation or authorization that authorizes the presence of a school sentinel on school grounds in order to participate in the school sentinel program. The regulation or authorization must also require the sentinel to complete an agency-approved school sentinel training program.

The bill states: “A school district or open-enrollment charter school employee is entitled to a stipend in an amount determined by the commissioner of not more than $25,000 per school year that the employee serves as a school sentinel after completing the training program required by this section. A stipend received under this subsection is not considered a part of the employee’s compensation, including for purposes of determining whether a school district is paying an employee the minimum monthly salary.”

The proposed bill will also require school district employees who interact with students on a regular basis to complete an evidence-based mental health first aid training program designed to recognize and support children and youth who are experiencing a mental health or substance use issue that may endanger school safety.
Furthermore, the law proposes Fentanyl Poisoning Awareness Week in public schools, during which kids will receive age-appropriate teaching on the prevention of fentanyl usage and addiction.

Many Texans support the initiative, believing that it will improve school safety measures and deter any threats to school grounds. Opponents of the law, on the other hand, have highlighted worries about the possible perils of instructors carrying guns on school grounds, as well as the threats to kids and employees.
The remainder of the law includes school safety regulations. It necessitates the establishment and publication of a directory of recognized vendors for school safety technology and equipment by the Texas School Safety Center or the agency. If a school district uses funds set aside for acquiring technology or equipment from a vendor not listed in the directory, the district must obtain bids from at least three vendors before proceeding with the purchase.
The plan calls for the creation of a State School Safety Fund, which would only be used to award grants to school districts and open-enrollment charter schools for the purpose of improving school safety. The commissioner is in charge of establishing the school safety grant program, which pays reimbursement for approved school safety programs. The commissioner may award funds of up to $500 million to a school district or open-enrollment charter school each school year in amounts not exceeding $10 million.
Except for mental health first aid training, which must be provided immediately, the Act takes effect in the 2023-2024 school year.
