Herman Andaya, chief of the Maui Emergency Management Agency, resigned Thursday, citing “health reasons,” a day after explaining his choice to forego using emergency sirens to alert residents to the catastrophic fire that ravaged the island last week.
During a press conference on Wednesday, Andaya defended his choice not to utilize Maui’s emergency sirens and instead send out alerts via text messages, radio, and television. Andaya explained that the emergency sirens are often used for tsunami warnings, instructing Hawaiians to seek higher ground, but that would have been toward the fire.
Maui County Mayor Richard Bissen accepted Anday’s resignation “effective immediately,” according to NBC News.
“Given the gravity of the crisis we are facing, my team and I will be placing someone in this key position as quickly as possible and I look forward to making that announcement soon,” Bissen said.

Andaya was also chastised for his absence from Maui from the day the fires started until the day the city of Lahaina was destroyed. During a news conference last week, the emergency management head admitted that he was at an Oahu resort for a meeting when the wildfires broke out, according to Hawaii News Now. Andaya checked into the Alohilani Resort in Waikiki a day before the fires began and checked out two days later, according to receipts obtained by the source.
According to The Daily Mail, Governor Josh Green (D-HI), who supported Andaya during a press conference on Wednesday, authorized an investigation into the source of the fires and the emergency response but stated that it is not a criminal investigation.
According to the governor, the death toll from the flames that raged last week has risen to 111, including children, but only around 40% of the burn area has been examined, and over 1,000 people are likely still missing. According to video evidence, several of the many fires that raged on the island were likely ignited by downed power lines.
A security camera at the Maui Bird Conservation Center filmed the moment a power line caused a fire in the woods last Monday. The conservation facility where the footage was shot is located in the little rural hamlet of Makawao, around 30 miles from the historic city of Lahaina, which was destroyed by a catastrophic fire.
The Makawao fire was the first of several on the island last week. Prior to the flames, Maui was battered by high winds from a hurricane hundreds of miles away. While the Makawao fire did not spread to Lahaina, it was one of several fires that started on the island on Monday and Tuesday and eventually reached the town of 13,000 people.
