She Faces Nearly Three Hundred Years For What She Did To Her Five Children

A Lebanon County woman who police say systematically abused and tortured her five children pleaded guilty to all charges against her.

Stephanie Duncan, who graduated from Manheim Central High School in 1996, entered an open plea, meaning there is no plea agreement for the length of her sentence. She faces a maximum sentence of 288 years in prison and up to $65,000 in fines.

Stephanie’s husband Robert Duncan has already pleaded guilty to having failed to intervene in the child abuse. Although his crimes were not as severe, he was convicted and sentenced to between six and thirty years behind bars. And everyone knows that Pennsylvania prisons are nothing to scoff at.

Behind the doors of a Lebanon County home, law enforcement says was a living nightmare for five adopted children.



Stephanie has been described as the primary abuser of her children. She abused the kids through physical punishment, and food-water deprivation. She also neglected their heat and bathroom privileges.

The poor children were beaten, strangled, and locked outside in bad weather. She also locks the children into the frigid basement and forces them to sleep down there without providing them with beds or bedding.

Both parents punched and strangled their four boys. They treated their girl differently. She was their youngest at just six years old, so they would simply smack her in the mouth when they felt it necessary. The beatings were senseless and frequent. The Duncans expected their children to follow very strict rules and would get beaten for failing to complete chores by the deadline or for “stealing” water from the sink when they were practically dying of thirst.

Now, the eldest boy was perhaps mistreated the most. In addition to the beatings, he was forced to sleep in the cold basement with only a small space heater and an old mattress.

The abuse only came to an end for their five adoptive children on Jan. 13, when their 11-year-old son was rushed to the Hershey Medical Center, near death, being both unresponsive and hypothermic, according to police at the time.

The same day the Lebanon County Detective Bureau opened an investigation into the couple.

“An examination of (the boy’s) body revealed bruises on his neck, shoulders, back, abdomen, hip, and genitals,” according to a news release by the bureau. “The medical staff determined the location of the child’s bruises were not consistent with accidental injury.”

Neighbors had previously reported seeing the couple forced the boy to sit outside in the cold

The statement continued:

“Through their course of care, medical professionals determined L.D. did not have a pre-existing medical condition to which they could attribute his injuries. The child’s significant hypothermia could only be caused by prolonged exposure to extreme cold.”

A video camera was seen in the middle of the victim’s room, and Stephanie Duncan told law enforcement that the cameras were used to Livestream the child during the daytime hours. Further investigation found that the couple had video cameras installed in all of their children’s bedrooms to monitor their behaviors. If they slept inappropriately, court documents show the children would be punished.

Lebanon County Judge Bradford H. Charles appeared via a video on Wednesday and heard as Stephanie Duncan entered her guilty plea. Her sentencing is scheduled for December 22, 2021. Robert was sentenced on December 13 after apologizing to the court for abusing his children so severely and enabling their mother to do the same.

“The children will never recover psychologically,” Judge Charles said, according to the Lebanon Daily News. “There are times when an apology is trite, and this is one of those times. It takes a sociopathic sadist to torture children. It takes someone who has no regard for humanity to sit back and let it happen.”

The reason for the abuse has also been revealed as a desire for money for their ‘lifestyle’, according to reports

The Duncans had received government funding to help support their five adopted children but instead used the money for themselves for things like gourmet chocolate of the month subscriptions.

The children are being cared for and slowly recovering, according to DA Graf.
